Strategic Areas

Areas of Strategic Interest to AEEE

To further expand the market for Energy Efficiency AEEE is developing strategies in the following areas:
Supporting the Emerging ESCO Industry: AEEE Members have played an important role in the past to create a platform for ESCOs in India. Various AEEE capacity building activities support BEE in strengthening the role of “Energy Efficiency Services Limited” (EESL) (setup by Ministry of Power) for implementation of EE projects in India. EESL projects spread across Agricultural Demand Side Management (DSM), Municipal DSM, capacity building of State Development Agencies, Utilities, financial institutions, etc. AEEE is also working with Energy Valuation Organization for capacity building programmes for finance bodies to participate in the ESCO business model (to bring International Energy Efficiency Financial Protocols (IEEFP) to India)

Strengthening Performance Contracting Business: AEEE is working with its partners to develop M&V guidelines for Performance Contracting of ESCOs. This is being done by integrating the field experiences of partner organizations like USAID/ECO-III Project and Alliance to Save Energy (ASE-India); and their extensive experience with Municipal energy efficiency projects relating to water pumping and street lighting projects. A framework for implementing M&V is being compiled and ESCOs members contribute their performance contracting experience to develop these guidelines. This is significant in view of BEE’s efforts to support Monitoring, Reporting and Verification objectives of the National Action Plan on Climate Change.

Benchmarking Indian Industry Nationally and Globally: Energy efficiency projects and programmes in India can be scaled up, only if we are able to develop benchmarks within India identifying the most efficient industries, and creating a demand pull. Further AEEE would facilitate the highly efficient segments of Indian industry to benchmark with the best in the world. For instance, AEEE is working with the Sustainability Services Group of Confederation of Indian Industry (CII) on the Carbon Disclosure Project to facilitate Carbon Accounting and Reduction.

Baseline determination for CDM: AEEE does not directly deal in Clean Development Mechanism (CDM), or Carbon Trading. However, some AEEE members are active in this sector. AEEE supports the development of baseline determination tools and systems, which are fundamental to CDM and Carbon reduction/trading projects. AEEE has been in dialogue with Carbon Trust, UK and Carbon Disclosure Project to develop tools and techniques for Carbon Accounting Indian industry. AEEE can assist members in identifying partner organization that can develop and implement CDM and Carbon reduction projects.

Integrating Resources and Information on Energy Efficiency: An active AEEE objective is to integrate Reports, Studies and resources on energy efficiency from its networks. Reports of Bureau of Energy Efficiency (BEE), Central Electricity Regulatory Commission (CERC) and the USAID ECO-III project, ASE-India among others, are being be compiled for easy access and reference to Members and other interested organizations. Furthermore, AEEE's Newsletter will bring a condensed information of various opportunities and activities in EE services and technologies in India and worldwide, as well investments and funding that are increasingly being made available in India.
