USAID Energy Conservation and Commercialization Project Phase-III (ECO-III) project partners (International Resources Group in partnership with the Alliance to Save Energy) has provided strategic advice and technical assistance in conceptualizing and establishing and facilitated partnerships between AEEE and key international organizations. The ECO-III project is a joint programme supported by United States Agency for International Development-India, initiated through an agreement signed on January 28, 2000 between USAID and the Ministry of Power and Bureau of Energy Efficiency (BEE) and its partners. ECO project aims to promote widespread commercialization of energy efficiency technologies and services in India, thereby contributing to greenhouse gas (GHG) emissions reduction.

Two main components of the ECO-III Project:
1. Energy Efficiency Market Development and Financing component
2. Energy Efficiency Policy and Institutional Reforms component, where a series of activities were launched at the central and state levels.

These include: Development of State Level Energy Conservation Action Plans in Gujarat and Punjab; Implementation of Energy Conservation Building Code (ECBC); Promoting Energy Efficiency in Existing Buildings and Municipalities; Promoting Energy Efficiency in Small and Medium Enterprises; Promoting Demand Side Management (DSM) Programmes with the Regulatory agencies; Developing Energy Efficiency Think Tank to enrich and facilitate energy efficiency policies and programmes with active involvement of industry and other stakeholders. AEEE was catalyzed under this component
 
 
 

 
 
 
Alliance to Save Energy
 
 
Alliance to Save Energy (ASE) promotes energy efficiency, a cleaner environment and greater energy security. It undertakes energy-efficiency research, policy advocacy, technology deployment, and promotes public-private partnerships and strategic alliances for energy efficiency.

ASE has assisted ECO-III Project in promoting energy efficiency in existing buildings and municipalities in Gujarat, propagation of energy performance contracting (EPC) for implementation of energy efficiency projects, development of a Building Energy Assessment Guide and promotion of energy efficiency in architectural curricula among others.   ASE (India) has also partnered with ECO-III and Indian industry (Conzerv Systems) to organise M&V training activities and develop India-specific Case Studies.  ASE’s Washington, DC Office has been instrumental in the creation of AEEE, and in developing its Charter and work plan 
 
 

 
 
Efficiency Valuation Organization  
 
 
Efficiency Valuation Organization (EVO) is the developer of the International Performance Measurement and Verification Protocol  (IPMVP).  EVO is a non-profit organization, built up and sustained by a world-wide network of Professional Volunteers and Energy Engineers. EVO supports a global base of knowledge in the field of resource efficiency measurement and verification (M&V). EVO’s vision is a global market that properly values the efficiency resource, enabling and assisting the optimal investment in these opportunities.

AEEE is the apex affiliate of EVO in India. The Affiliation aims to increase the pace and breadth of M&V training and to create a base of M&V practitioners and certified professionals who can enhance the implementation of energy efficiency projects by tracking savings and ensuring timely payback.

Since late 2009,
AEEE-EVO affiliate M&V trainings and certification exams in India added around 40 Certified M&V Professionals to an elite group of 700 CMVPs world-wide. EVO's mission is to develop and promote the use of standardized protocols, methods and tools to quantify and manage the performance risks and benefits associated with end-use energy efficiency, renewable energy, and water efficiency business transactions.
 
EVO's goals are:
1. Measuring and verifying savings resulting from energy and water efficiency projects - both retrofits and new construction
2. Managing project performance and related financial risks
3. Quantifying emissions reductions from energy efficiency projects
4. Promoting sustainable and green construction through cost-effective and accurate accounting of energy and water savings
 
 

 
 
Lawrence Berkeley National Laboratory (LBNL)
 

 
LBNL, specifically, the Environmental Energy Technologies Division (EETD) is one of the top national centres in the US conducting analysis, research and development leading to better energy technologies and reduction of adverse energy-related environmental impacts in the US and globally. EETD primary sponsor is U.S. Department of Energy and other state and private sector entities.

LBNL and the University of California, Berkeley (UCB) have announced a joint research and development programme to work with the government and private sector of India on greenhouse gases (GHGs) reduction projects. The Berkeley-India Joint Leadership on Energy and the Environment (BIJLEE) programme will bring together UN and India researchers to develop energy-efficient and renewable energy technologies. The programme will also develop India-specific solutions to combat climate change and promoting economic growth, and policy innovations needed to transfer these technologies to the Indian marketplace.  LBNL-EETD has been working with ECO-III project Building Energy Efficiency, Demand Side Management, Energy Efficiency in Data Centres, and Energy Efficient Procurement in the Government Sector.

LBNL has expressed keen interest and support to work with AEEE to develop a nationwide capacity building initiative for the implementation of demand-side management (DSM) programs in India.  LBNL hopes to partner with AEEE and to supporting this initiative through provision of our own DSM expertise and through developing synergies with our ongoing DSM activities in India.

LBNL will build on its current activities and agreements in India by partnering with AEEE to work with the Central and state ERCs and distribution companies (DISCOMs) to develop a nationwide capacity building initiative to support the implementation of DSM programmes.  LBNL would work closely with AEEE and USAID’s ECO-III project on activities including capacity building workshops on DSM programme Evaluation, Monitoring, and Verification (E-M&V), and as well as a national level Roundtable for Regulators and other stakeholders.
